' RECLAl9ATION PLAN <br />EXHIBIT E (cont) <br />Existing soil in place, although very stony, has been capable <br />of producing a very sparse cover of native grasses suitable for <br />grazing purposes when not abused. Phase 2 has been used in the <br />past as horse pasture but at the present time is not being used for <br />any specific purpose. <br />It is unlikely that soils can be salvaged from the parcel of <br />land. As mentioned above, there is very little salvageable soil, <br />the 3 to 10 inches present is so cobbly that most of the loam will <br />be lost during the stripping stage. Never-the-less, what soils <br />can be salvaged will be stockpiled in perimeter areas and used in <br />resoiling when final grading is completed. Salvaged fines from the <br />processing operation may also be used as a growth medium if available <br />in sufficient quantities. A cover crop of Crested Wheatgrass will <br />be planted on any soil stockpiles that will remain undisturbed for <br />at least a year. <br />When final grading and reshaping is complete, the area will <br />be resoiled. Soil will be spread over the surface to as great a <br />depth as material allows, up to 6 inches. The key to doing this <br />is how much available material exists when mining is complete. <br />Careful analysis of the growth medium and the salvageable soil <br />will permit the operator to implement a soil additive program and <br />to monitor the prescribed seeding plan to determine if the plan <br />requires revision. Under normal weather conditions, an adequate <br />moisture reserve will be present for establishment of the proposed <br />seed mixture. The soil will be smoothed and drilled with the <br />recommended seed mixture. In a few minor areas it may be necessary <br />to broadcast the seed. When broadcasting is necessary, seed <br />amounts will be doubled. The SCS made no mulching recommendations <br />and will not irrigate the reclaimed areas. It may be necessary to <br />control weeds by mowing; the feasibility of chemical weed control <br />methods will be studied should weed control be necessary. <br />13 <br />
