' • Memo to PCPC <br />Re: SUP No. 715 <br />November 16, 1990 <br />Page T1ao <br />with representatives of Fort Carson and the Soil Conservation Service to <br />determine an appropriate revegetation plan and have agreed to plant 100 seedling <br />trees pei• acre in reclamation (Exhibit 5). <br />LAND USE AND ZONING <br />The 240 acre site and all directly abutting lands are within the military <br />reservation and are zoned S-1, Public Use. The land to the south of Fort <br />Carson is zoned A-1, Agricultural. The only structures in the area are <br />associated with Fort Carson range activities and are located approximately 1/2 <br />mile west of the extraction area. The Turkey Creek Ranch headquarters are <br />located approximately 1 1/4 mites south of the site. <br />COMPREHENSIVE PLAN <br />Section VII-B2 of the Pueblo Regional Comprehensive Development Plan provides <br />the following applicable policies relating to mineral extraction areas: <br />• Permit the exploration and extraction of minerals unless the exploration <br />and extraction would create a significant danger to the public health <br />and safety. <br />• Exploration and extraction of a mineral shall be carried out in a manner <br />which will create the least disturbance to the environment and to the <br />adjoining residents. <br />• Require reclamation of an area once mineral extraction is completed in <br />accordance with adopted reclamation regulations. <br />The extraction proposal is consistent with these policies. <br />WATER AND WASTEWATER <br />Due to the limited use of the site (3 month annually) water and wastewater <br />needs will be addressed by bottled water and portable toilets hauled to the <br />site. <br />CCIMMRNTS <br />1. Staff conducted an on-site review of the extraction area on November 13, <br />1990. The general area (Section 36) has been mined for clay and building <br />stone since the late 1890's (Exhibits 6 and 7). A portion of the building <br />stone used in the Pueblo County Courthouse was mined in this area. <br />Robinson Brick was permitted to extract up to 3,000 tons of clay from the <br />site in the spring of this year under "exploration" and "prospecting" <br />permits of the Mined Land Reclamation Division. That mining activity was <br />solely to determine the viability of the deposits from Robinson's use <br />(Exhibit 8). <br />2. Stone City Road is identified in the applicant's letter of request as an <br />alternative haul route should Fort Carson deny use of Fort Carson roads <br />at some time in the future.
