Comments from the Pueblo <br />County Public Works Department are attached as Exhibit 10. <br />3. Section 36(f) of the Pueblo County Zoning Resolution establishes the <br />findings the Planning Commission must make in its approval of a special <br />use permit. Following is a list of these findings in bold face print with <br />staff's comments indented thereafter. <br />(e) The requested use is a use listed as a Special Permitted Use fn the <br />district in which the parcel is located. <br />• Any proposed use within the S-1, Public Use Zone District, <br />requires review by the Planning Commission. <br />(b) The granting oP the Special Use appeal will not substantially modify <br />the Land Uae plan or the intent, purpose and spirit of this <br />resolution. <br />• The Pueblo Regional Comprehensive Development Plan's Pueblo <br />County Plan Map only identifies this area as a "military <br />reservation" . As set forth earlier in this review, the proposal is <br />consistent with the applicable plan policies for mineral extraction. <br />Extraction of clay deposits at this site would not modify the <br />intent, purpose, or spirit of the Zoning Resolution. <br />(c) The Special Use proposal incorporates reasonable means to create an <br />environment harmonious with that of the surrounding properties. <br />• A]] directly surrounding properties are within the military <br />reservation and the proposed extraction activity should have little <br />or no impact upon adjoining properties. <br />(d) The Special Uae will not adversely affect the public health, safety, <br />or welfare. <br />• The mining area is located approximately a mile north of Fort <br />Carson's southern boundary. The haul route is through Fort <br />Carson on Fort Carson roadways, with no impact upon Pueblo <br />County's road system proposed at this time. <br />4. Fort Carson has offered review comments and requested specific conditions <br />be imposed upon the special use permit. The military's comments and <br />recommendations are attached as Exhibit 11. Staff has reviewed the <br />recommended conditions offered by Fort Carson and discussed the <br />conditions with Fort Carson officials. Staff believes the recommended <br />conditions are outside the jurisdiction of the Planning Commission via the <br />special use process. These conditions should be addressed through a <br />private agreement between Fort Carson, the State and Robinson Brick <br />Company. Fort Carson, as the property owner, would have the right to <br />
