Headley, Deputy Director <br />SUBJECT: SPECIAL USE PERMIT NO. 715, ROBINSON BRICK COMPANY, <br />c/o BUCK BARNHART, AGENT <br />PURPOSE <br />The applicant is seeking special use approval for the extraction of natural <br />deposits (clay) within an S-1, Public Use Zone District (Exhibit 1). <br />LOCATION <br />The 240 acre site is located approximately 1 1/2 miles northeast of the north <br />end of Stone City Road, west of Teller Reservoir and east of Fort Carson's <br />Range 123 Impact Area. The site is legally described as Southwest 1/4 <br />Northeast 1/4, North 1/2 Northwest 1/4, Southeast 1/4 Northwest 1/4, <br />Northeast 1/4 Southwest 1/4 and Northwest 1/4 Southeast 1/4, Section 36, <br />Township 18 South, Range 67 West (Exhibits 2 and 3). The extraction site is <br />approximately one mile north of Fort Carson's southern boundary. <br />BACKGROUND <br />The applicant, Robinson Brick Company, has acquired a mining lease from the <br />State of Colorado Board of Land Commissioners to extract clay materials from a <br />240 acre site within the Fort Carson Military Reservation. The land surface is <br />owned by United States Department of the Interior (Fort Carson); however, the <br />mineral rights are owned by the State of Colorado and administered by the <br />State Board of Land Commissioners. The lease acquired by Robinson Brick <br />identifies the mining of brick, tile, and ceramic clays from the site. Access to <br />the lease is restricted to the three month period from November 1 through the <br />following January 31 annually or a similar three month period of mutual <br />agreement (Exhibit 4). <br />The materials are to be hauled from the site to the northeast; no use of Pueblo <br />County roads is proposed at this time. The haul route is through Fort Carson <br />accessing Interstate 25 at the Fountain Exchange (Exhibit 3). <br />Reclamation of the site is to include reclamation of an area previously mined by <br />Kaiser Refractories in the mid-1960's. The pit floor area will remain relatively <br />flat with a slight gradient to the south for drainage.
