Additionally, discharges are not expected ro occur during low flaw conditions, thty typically occur when stream flows are high and quality is poor due to storm events. It is the Division's determination that antidegradation does not apply to this outfal! on this basis. B. Monitoring Effluent Monitorinx: Effluent monitoring will be required as shown in Table VI-3.
