The intent ojthir regulation it to afford reliejonly when needed due to a volume of <br />water generated by a specific storm event, it is no! imended to be automatically applied to aft discharges caused by <br />precipitation, nor ro be used to discharge volumes in excess ojthat generated by the storm event. The Division shall de[ermine the adequacy of <br />proof As part ojthrs determination, the Divrsion shall evaluate whether the permittee could have controlled the <br />discharge in such a manner that primary limitations could have been met. <br />
