<br />RESOLUTION N0. 81-141
<br />A RESOLUTION CONCERNED WITH THE APPROVAL OF A SPECIAL US1 PERi•IZT
<br />APPLICATION BY MOBILE PREMIX COMPANY.
<br />WHEREAS, the Board of County Commissioners of Garfield County
<br />has received an application from Mobile Mix, Inc., for a special
<br />use aermit for industrial operations limited to extraction of sand
<br />and gravel and operation of a concrete batch plant on the following
<br />described tract of land:
<br />Part of the NE .SE a, NWiSEa, SE;SEr-;, NEaSWa, NW;SW;,
<br />SW4SW;, SE;SS9; and all of the SW;SE;, Section 7 and
<br />part of the NE;NE;, NW;NE; and NE;NW;, Section 18,
<br />T. 6 S., R. 92 W., 6th P.M., Garfield County, Colorado,
<br />described in an instrument recorded in the Office
<br />of the Garfield County Clerk and Recorder at Book 3G4,
<br />Page 158; and
<br />WHEREAS, pursuant to required public notice, the Board conducted
<br />a public hearing on the 4th day of May ,. 1961, upon the question of
<br />whether the above described special use permit should be granted or
<br />denied, at which hearing the public a:d interested persons were
<br />given the opportunity to express their opinions regarding the issuance
<br />of said special use permit; and
<br />WHEREAS, the Board, on the basis of the evidence produced at
<br />the aforementioned hearing, has made the follow~.ng determinations
<br />of fact:
<br />1. The proposed use is compatible with the uses existing and
<br />permitted in the district in which it is to be located, provided
<br />that certain hereinafter contained conditions be complied with.
<br />2. That a substantial amount of traffic, specifically, 130
<br />round trips of heavy trucks per day, will be generated by the proposed
<br />industrial operation, virtually all of which traffic will require
<br />access to Interstate Highway 70, the only present available access
<br />to which is located south of Rifle, four miles distant from the
<br />proposed site and accessable only by gravel and chipped and sealed
<br />County roads.
<br />3. That the impact on traffic volume and safety, and other
<br />impacts of the special use, specifically, certai:, damage to County
<br />roads affected by the proposed industrial operations, will be injurious
<br />to the established neighborhood or zone district in which the special
<br />use is to be located unless arrangements are made by applicants to
<br />either improve the affected County roads to the extent that the Board
<br />is satisfied that such County roads are able to withstand the antici-
<br />pated traffic loads and volume, or that direct access is arranged
<br />for such truck traffic from the subject lands to Interstate Highway
<br />70, without traversing any County road.
<br />NOW, THEREFORE, BE IT RESOLVED by the Commissioners of Garfield
<br />County, Colorado, that a special use permit be and hereby is authorized
<br />permiCting the use cf the sbovc described tr~~*_ of ]and for industrial
<br />operations limited to the extraction of sand and gravel and operation
<br />of a concrete batch plant, upon the following specific conditions:
