If weekly monitoring indicates the sloughing of the highwall crest <br />encroaches upon the buffer zone, the Division will be consulted immediately <br />for appropriate remedial measures. Such measures may include, but will not <br />be limited to, relocation of the topsoil. <br />As reflected in Figure 49, Postmining Topography Cross Sections 51W A, B, <br />and C, and Map 48A, Postmining Topography, the topography in Area 51W will <br />be slightly lowered from the approved configuration. In order to accomplish <br />this, the topsoil from stockpile 33-31 will be picked and windrowed in the <br />area shown on Permit Renewal Map 7. The stockpiled topsoil will be seeded <br />with the topsoil stabilization seed mixture if the pile will be left in <br />place for more than one (1) year. <br />After the topsoil has been removed the area will be backfilled and regraded <br />in general conformance with the topography shown on Map 48A. The regrading <br />may be done by either the dragline, dozer fleet, or scraper fleet. Upon <br />completion of the backfilling and regrading has been completed, the area <br />will be topsoiled per the existing plan and seeded with the appropriate seed <br />'~ mixture. <br />Topsoil salvage has and will occur as described in the Topsoil Removal, <br />Storage and Redistribution Plan (see page 780-10-1). During the final <br />grading of Area 61, same topsoil may be bladed back from the spoil in order <br />to allow equipment maneuverability. This topsoil will be replaced after the <br />blending of the spoil surfaces is completed. All boxcut, prestrip and <br />dozer pits have been completed. The approved method for the mining that <br />remains will be to utilize explosives to blast the overburden prior to <br />removal with the 8050 dragline according to the pit layout and sequencing <br />shown on Kline Plan, Roads, Power Lines, and Facilities (Permit Renewal Maps <br />4 and 5). The 8050 will alternate between Areas 51 and 61. While in Area <br />61, the dragline will mine downhill and downdip, in most cases. The pits <br />will progress to the southwest with the overburden being side-cast 90 <br />degrees into the previous pits. When in Area 51, pits will run parallel to <br />the (strikeline) coal and will progress sequentially up hill.
