The area will be <br />seeded with the approved rangeland seed mixture and contour furrows will be <br />incised as previously approved. <br />• <br />The fifth revision involves Area 51. In order to complete the final pit in <br />Area 51, approximately 750 yds3 of tepsoil from a small, previously <br />reclaimed area was initially dozed into a small stockpile. The location of <br />the disturbed 1/3 acre and small stockpile is NW; NE; NEi> Section 17, T4N <br />R86W. This topsoil was moved again in December of 1988 due to additional <br />mining activity in Area 51 East. <br />Additional modifications have occurred at Area 51 East as a result of <br />Technical Revision 88-21. As explained within the Operations Plan (page <br />780-1-2), CYCC may mine only one or possibly all four cuts in this area. If <br />all of the coal is mined, a total of 30,800 CY of topsoil will require <br />removal; this amount includes all avaliable topsoil and relocating topsoil <br />stockpile ~9 farther west from the 1989 pits. For Cut I, stripped topsoil <br />will be either windrowed to the south and/or west of the active pit or may <br />be transported to existing topsoil stockpiles, if conditions allow. For <br />subsequent cuts, the previously windrowed and newly stripped topsoil will be <br />windrowed to its final south and/or west location or will be transported to <br />an existing stockpile; topsoil reserves will not be relocated more than once <br />during the mining of Area 51 East. Windrowed topsoil will be appropriately <br />shaped to protect against excessive erosion. In the event all four cuts are <br />not mined, the amount of topsoil to be moved will change accordingly. It is <br />estimated 10,5G0 CY will require moving from Cut I, 94G0 CY with Cut II, <br />5,900 and 5,000 CY from Cuts III and IV, respectively. <br />A monitoring plan will be conducted in the buffer zone of Area 51 East. <br />Markers will he placed 20 feet away from the topsoil/reclamation area. If <br />sloughing of the highwall crest encroaches upon the 20 foot boundary, the <br />Division will be consulted for appropriate remedial measures.
