This topsoil will <br />be stockpiled just north of Phase 1, as shown on Exhibit C-3. <br />Phase 1: Mining activities will commence in Phase 1, with topsoil stockpiled north and <br />west of the mine area (as shown on Exhibit C-3) and overburden stored in the Phase 2 <br />area. When mining is complete, the area will be partially backfilled with the overburden <br />stored in Phase 2. Complete reclamation will not occur until enough overburden and <br />waste has been generated in Phase 2 to complete the backfill to original grade. <br />Slurry Wall Installation: The slurry wall around Phases 2 and 3 will be installed prior to <br />mining below the water table in Phase 2. <br />Phase 2: When Phase 1 has been mined out, stripping of topsoil and overburden from <br />Phase 2 will begin. Overburden will immediately be placed in Phase 1, and topsoil will <br />be stored as shown on Exhibit C-3. It is estimated that all of the overburden from the <br />Phase 2 area, plus some additional shale excavation, will be required to complete the <br />backfilling of Phase 1. <br />Phase 1 reclamation: As soon as enough backfill material has been generated from <br />the mining of Phase 2, Phase 1 will be topsoiled and reseeded during the next <br />appropriate time of year. <br />Phase 2 reclamation: Any additional backfill material not used in Phase 1 will be used <br />to create the final reclamation slopes in Phase 2. These areas will then be topsoiled and <br />reseeded during the next available planting window. Approximately additional backfill <br />material is generated from Phase 3. <br />Phase 3: Phase 3 overburden stripping will not commence until Phase 1 has been <br />backfilled and topsoiled. Overburden from Phase 3 will be used to complete the <br />reclamation in Phase 2. Excess overburden from Phase 3 stripping will be stockpiled in <br />berms with slopes no steeper than 3:1 within the north and eastern areas of Phase 3. <br />This material will then be used to backfill the southern portion of Phase 3, as soon as <br />mining limits are reached. <br />Phase 3 reclamation: Phase 3 reclamation slopes will be achieved using the remaining <br />overburden, excavated shale from the pit bottom, and any excess topsoil not needed for <br />pond edge and plant area reclamation. <br />Asphalt Paving Company October 11, 2005 <br />Wattenberg West Sand and Gravel Mine Page 9 <br />
