LLC <br />Exhibit D -Mining Plan <br />Coordinated Activities with PerN Pit ~M-1990-0981 <br />Asphalt Paving Company seeks to replace its sand and gravel reserves, as material at <br />the existing Perry Pit operation will likely be mined out within the next three to six years. <br />The applicant proposes to move the processing plants from the Perry Pit site to <br />Wattenberg West within the last year or two of Perry Pit's production, and truck <br />approximately 225,000 tons of pit run from Perry to Wattenberg West for processing. <br />Mining at Wattenberg West will not commence until reserves at Perry Pit are depleted. <br />Mining Methods <br />All phases will be dewatered and dry mined. A slurry wall will be constructed to the <br />Office of the State Engineer's specifications around Phases 2 and 3 prior to <br />commencement of mining below the water table. The slurry wall will isolate the mine <br />areas from the surrounding groundwater regime and allow for dry mining with minimal <br />impact to the neighboring groundwater hydrology. Phase 1 will not be enclosed by a <br />slurry wall, instead it will be dewatered and dry-mined and then backfilled and reclaimed <br />to approximate original grade. <br />Mining operations will include topsoil and overburden stripping, and excavation of <br />dewatering trenches, sedimentation ponds and sump areas. Raw materials will be <br />excavated with excavators, front-end loaders, scrapers and/or bulldozers. As areas are <br />cleared and stripped, previously mined slopes will receive backfill material to establish <br />the permanent design side slopes. <br />Earthmoving Operations <br />Stripped topsoil will be stockpiled on the western edges of the property (as shown on <br />Exhibit C-3) for later use in reclamation. Topsoil and overburden stripped from <br />subsequent mine areas may be placed directly, to near final grade, in previous mine <br />areas being concurrently reclaimed. <br />Mining within each phase will begin once topsoil and overburden have been removed <br />from that phase area. Excavated materials (pit run) will be removed via front-end <br />loaders, and may be loaded onto a field conveyor and transported back to the <br />processing plant, or loaded into off-road haul trucks for transport to the plant site. Mined <br />slopes will range from vertical to 0.5:1. As soon as mining limits have been reached in <br />one phase area, reclamation of the pit edges within that phase area will begin. This will <br />allow for concurrent backfilling of the pit perimeter with previously stripped overburden <br />and/or material stripped from the next phase area to be mined. <br />Phasing Plan <br />The applicant proposes to mine approximately 95 acres of this site in three phases. <br />Asphalt Paving Company October 1 t, 2005 <br />Wattenberg West Sand and Gravel Mine Page 8 <br />
