The fuel storage <br />area is designed to contain approximately l40% of the 10.000-gallon storage tank capacity. <br />The bentonite clay liner will be compacted to a permeability of 1 x ! 0"6, and this will contain <br />a spill, until it can be cleaned up and disposed of properly. <br />9. Glnb) <br />Response -The Division is unable to determine to what this comment refers and is, therefore unable <br />to provide a response. <br />Application Exhibit E -Reclamation Plan <br />"Quantity of soil has been systematically sidestepped by the applicant." <br />(M. Brown, J. Brown) <br />Response -The applicant provided soil survey information, including a chart of soil salvage from all <br />locations to be disturbed, and has committed to topsoil placement of 9 to 12 inches upon reclamation. <br />The information provided indicates the applicant plans to salvage all available top soils, plus some <br />material that would not necessarily be considered topsoil for reclamation purposes. The applicant <br />plans to reclaim more area than can be covered by the topsoil currently available. Therefore, he has <br />committed to increasing the amount of area to be revegetated and will accomplish this by mixing <br />crusher fines with soil, in order to increase [he amount of planting medium available for reclamation. <br />The Division believes this plan is more than adequate to meet the requirements of the Regulations. <br />The applicant responded favorably to a suggestion by the Division that he develop a plan to revegetate <br />portions of the granite quarry that he would otherwise have only been required to leave in a stable <br />highwall condition. The applicant has committed to reclaiming all of the disturbance area associated <br />with the planned gravel extraction and plans to revegetate significant portions of the quarry areas. <br />"I do not believe that a commercial building can remain on the properly upon reclamation, since it is <br />not zoned commercial by Fremont County." <br />(M. Brown, J. Brown) <br />Response -Fremont County approved the applicant's special use permit and was afforded the <br />opportunity to review and comment on [he application submitted to DMG. The county provided no <br />comments; therefore, the Division assumes the applicant will have the legal right to reclaim the mine <br />as planned. <br />"The applicant has avoided a commitment to salvaging all topsoil possible, and has not committed to <br />
