Please indicate what water source will be <br />utilized for each of these uses. Far each consumptive water use proposed, please provide <br />proof that appropriate water rights are in place, or provide a statement indicating that <br />necessary water rights are being applied for. <br />7. Will highwall reduction be accomplished by cut and fill methods or by backfilling using <br />stockpiled overburden? Please provide details regarding the proposed plan. If overburden is <br />not used for backfill, please specify how it will be disposed of. <br />8. Soil information provided in the application indicates that ample material is available for <br />topsail replacement during reclamation. Replacement of only six inches of topsoil, when <br />more topsoil is available would not provide for the greatest probability of success in plant <br />reestablishment and vegetation development, considering the proposed seed mixes. A <br />minimum topsoil replacement depth of 12 inches is suggested. This depth seems to be most <br />favorable for establishment of vegetative stands that include both grasses and shrubs. <br />Topsoil replacement should extend a few feet below the expected water level, to provide <br />good growth medium for bank stabilizing riparian and aquatic vegetation. <br />9. Please provide an estimated timetable for mining and reclamation of each phase of the <br />operation, as specified in Rule 6.4.4. and 6.4.5. <br />10. Please describe, in detail, how the mining of Phase IX (Processing Site) will occur. Please <br />include proposed location of processing and stockpiles during mining of this phase. <br />11.Please revise the reclamation plan map to include post-mining contours, the second island <br />discussed during the pre-operational inspection, and the proposed reconstructed wetlands. <br />12.To enhance wildlife habitat, it is recommended that the reclaimed pit slopes be variable in <br />grade, with an irregular shoreline. A slope grade no steeper than 3H:1 V is required from 5 <br />feet above, to ten feet below the expected water line. A grade no steeper than 2H:1 V is <br />required for all other slopes. It is recommended that slopes as flat as 6:1 be used just above <br />and below the expected water level in several areas. The proposed wetlands may <br />accomplish this result. It is also recommended that some areas of the pit slopes, more than <br />ten feet below the expected water level, be sloped to a 2:1 grade, if stability of the resulting <br />slope is not adversely affected by such slopes. These suggestions, if implemented, should <br />result in a greater variety of wildlife habitat, both above and below the water surface. <br />13. Please provide a comparison of the proposed post-mining land use with current uses of other <br />lands in the vicinity of the proposed operation. Also, compare the proposed post-mining land <br />use to applicable state and local land use plans and programs. <br />14. Please indicate how hazardous materials, to be stored on site, will be stored to prevent spills <br />and contamination of surface and groundwater resources. <br />15.Please mark the location of all springs, in the vicinity of the pit, on the mine plan and <br />reclamation plan maps. Any information on quantity and quality of water from these springs <br />should be included in Exhibit G. GJP must also indicate if these springs are expected to be <br />adversely affected by the proposed operation. <br />
