The Army Corp will be a referral <br />with the Colorado Division of Mineral and Geology (CDMG) and have opportunity for <br />further review. <br />The applicant is working with the Colorado Division of Mineral and Geology (CDMG) in <br />order to obtain the necessary permits for this activity. CDMG does not consider this a <br />mining operation but does require a permit for the exaction of materials from the site. <br />This permit takes approximately 90 to 120 days to process and requires security in the <br />form of a bond for the reclamation plan. This requirement addresses the Assistant <br />County Attorneys comments regarding reclamation. <br />Staff is recommending the applicant obtain all necessary permits prior to approval of <br />this application in order fo ensure all technical requirements have been met. Through <br />the State Department of Minerals and Geology (CDMG), any ground water interference <br />will be identified and mitigation wit! be required. Through this same permitting process, <br />the Army Corp of Engineers will evaluate the site for any impacts on wetlands. Staff <br />recommends letting CDMG address these technical issues and determine mitigation if <br />required. These issues will be resolved through the permitting process prior to any <br />action taken by the Board of County Commissioners. <br />f. Provide for accessibility within the proposed development, and beriveen the <br />development and existing adjacent uses. Adequate on-site interior traffic <br />circulation, public transit, pedestrian avenues, parking and thoroughfare <br />connections are all facfors io be examined when defermining the accessibility of <br />a site. <br />The proposal has evidence through an easement agreement for access off of E. Quincy <br />Avenue to the subject site and no other access is required. There is adequate <br />circulation throughout the site by a 25 foot access easement along the perimeter. <br />Employee parking will occur on the property. <br />g. Minimize disruption to existing physiographic features, including vegetation, <br />streams, lakes, soil types and other relevant topographical elements. <br />The site is relatively flat, sloping generally to the west towards the Box Elder Creek. <br />The West Arapahoe Soil Conservation District has submitted comments relating to <br />erosion control and re-vegetation due to the presence of noxious weeds. They <br />recommend using the CSU Extension Service in addressing weed Management. The <br />western edge of the property slopes significantly down to the Box Elder Creek <br />elevation. The permit boundary has a 100-foot setback from the edge of property to <br />protect the embankment. <br />A storm water management plan and erosion control plan are required prior to any <br />approval by the BOCC and wilt address any significant disruption to the site. <br />8 <br />
