The mitigabon measures identified in this staff` report are to determine if <br />the impacts can be mitigated. The nearest residential homes are a significant distance <br />from the site, which will help mitigate noise. Additional mitigation measures have been <br />generated and detailed below. <br />Fugitive Dust <br />Several of these issues have been further addressed al the meeting on June 26'" and <br />have been incorporated in to the revised proposal. Tri-County Health, West Arapahoe <br />County Soit Conservation District and the State Conservation Board al! agreed that <br />additional mitigation for fugitive dust control was required. The following <br />recommendations were made: <br />A buffer of suitable trees be planted along the perimeter of the property <br />• Additional native grasses be planted in strategic locations <br />• Restrict the mining operation when winds exceed 30 m.p.h. <br />• An anemometer (monitoring device) be placed on the scale house to monitor the <br />winds force and speed and enforoe the 30 m.p.h. Limit. <br />• Use of chemical additive to the access road on and to the site which may include: <br />lignon sulfonate, magnesium chloride or calcium chloride. <br />• Speed limit sign be posted along the access roads <br />• Planting of millet on the storage piles for stabilization <br />The applicant has agreed to these recommendations and staff is recommending they <br />be incorporated into the proposal and completed within the continuation period. <br />Noise <br />Tri-County Health Department is in the process of reviewing methods for measuring <br />and monitoring noise levels for this operation. Staff recommends That these issues be <br />resolved prior to any approval of this application. The following items are required for <br />noise mitigation during the continuation period: <br />• Revise the pattern of excavation so that alt activity moved from east to west and not <br />a zig zag pattern moving east and west. This will move the activity away from the <br />property owners on the western boundary as quickly as possible. <br />• The applicant is researching the use of movement sensitive back up beepers to <br />further minimize noise. <br />• A maximum noise level be established at the property boundary and a monitoring <br />plan be established. <br />6 <br />
