Arapahoe County Engineering has reviewed the drainage plan and <br />has visited the site. Urban Drainage submitted comments that Engineering has <br />reviewed and is working out the details with Urban Drainage. <br />Arapahoe County Engineering has submitted an updated staff report addressing <br />drainage concerns, In summary, there is a portion of the site within an area defined as <br />a Flood Nazard Area Delineation (FHAD.) Engineering is requesting the grading plan <br />either comply with the document or revise the document as required. To determine the <br />necessary action, Engineering is requesting detailed topographic and drainage <br />information. These requirements are recommended as part of the continuation of this <br />proposal. <br />b. Assure compatibility between the proposed development, surrounding land <br />uses, and the natural environment <br />Agricultural production will be the predominant use while the mining is in operation and <br />the site is surrounding on three sides by land in agriculture( production. On the western <br />boundary are large single family home sites. These home sites are approximately half <br />a mile away from the western boundary of the property. <br />The original application requested approval for 30 years for the Special Use permit. <br />Staff believed the duration was excessive and recommended that 20 years be the <br />maximum time limit because the Comprehensive Plan will set policy for a maximum of <br />20 years. The applicant has modified the request to comply with the recommendation <br />as stated on the plan. While this site is in an undeveloped area today, staff remains <br />concerned that 20 years from now development may encroach on the boundaries of <br />this property and render the operation incompatible with surrounding development. <br />Because the Comprehensive Plan revision is incomplete, it is difficult to speculate <br />further. Staff is supporting the 20 year duration. <br />Mitigation for off-site impacts has been designed into this proposal. Lighting on site will <br />be typical of an agricultural use and turned off at the end of the operational day. Water <br />will be used for dust mitigation. Top-soil will be stock piled on site and the piles will be <br />laid out in patterns to minimize wind erosion. In the event of a seasonal stoppage, the <br />equipment will be removed from the site. Hours of operation are defined on the plan so <br />current and future property owners may be aware of the impacts. <br />5 <br />
