STAFF FINDINGS: <br />Staff has visited the site, reviewed the plans and supporting documentation and referral <br />comments in response to this application. Based upon review of applicable policies <br />and goals in the Comprehensive Plan, review of the development regulations, and <br />analysis of referral comments, our findings include: <br />The proposed Use by Special Review is in conformance with the Arapahoe County <br />Comprehensive Plan. The property is located in the Rural Planning District that <br />contemplates the preservation of agricultural production, which this application <br />supports. - <br />2. The proposal is in compliance with the governing A-t zone district far a Use by <br />Special Review. <br />3. The applicant has hired UX8 International, a demolition and clearance company <br />subcontracted by the U.S. Army Corp of Engineers, to provide reconnaissance <br />activities on the site. To date, only spent cartridges from small arms have been <br />located on this property. <br />4. The proposal is required to be in compliance with all necessary permits and <br />regulations set forth by Tri-County Heaith and the Colorado Department of 1lealth. <br />5. The proposal is required to be in compliance with the necessary permits from the <br />Colorado Division of Minerals and Geology with the appropriate security for the land <br />reclamation plan. <br />6. The proposed Use by Special Review has not adequately demonstrated that <br />development criteria have been met as identified in Section 6, Part III of the <br />Arapahoe County Zoning Regulations. <br />IV. RECOMMENDATION: <br />Based upon the six (6) findings listed in the staff report and all supporting information, <br />staff recommends the case be continued to October 3t, 2000 in order for the applicant <br />to obtain all necessary permits for the operation of this facility and complete significant <br />studies and revisions as required.
