The measure include the following: a combination of pine trees and <br />shrubs be planted along the perimeter of the property, additional native grasses be <br />planted in strategic locations, restrict the mining operation when winds exceed 30 <br />m.p.h., an anemometer (monitoring device) be placed on the scale house to monitor <br />the winds force and speed and enforce the 30 m.p.h. limit, use of chemical additive <br />to the access road on and to the site which may include: lignon sulfonate, <br />magnesium chloride or calcium chloride, speed limit sign along access roads, and <br />planting of millet on the storage piles for stabilization. <br />2. Noise mitigation measures be incorporated as identified in this report: revise the <br />pattern of excavation so that all activity moved from east to west and not a zig zag <br />pattern moving east and west, applicant is researching the use of movement <br />sensitive back up beepers to further minimize noise, a maximum noise level be <br />established at the property boundary and a monitoring plan be established. <br />3. Drainage studies be completed and reviewed by Arapahoe County Engineering. If <br />.determined necessary, the revision of the FHAD document shall be completed. <br />4. Obtain the necessary Permit from the State Department of Minerals and Geology. <br />5. Colorado Department of Health Air Quality and Storm Water Permits. <br />6. Establish a weed management plan acceptable to W. Arapahoe County Soil <br />Conservation District and the Arapahoe County Weed Inspector. <br />7. The screening operation will be incorporated into the application, specifications and <br />associated impacts will be analyzed and mitigation, if necessary, will be established. <br />8. All outstanding issues with the Division of Wildlife be addressed. <br />V. DRAFT MpTION: <br />In the case no. U99-004 -Pioneer Sand/USR, we have read the staff report and <br />received testimony at the public hearing. We find ourselves in agreement with staff <br />findings one (1) through six (6} including all plans and attachments as set forth in the <br />staff report dated July 11, 2000 and recommend this case be continued to October 31, <br />2000 in order for the applicant to obtain all necessary permits for the operation of this <br />facility and complete significant studies and revisions as required.
