After stripping 2 feet of soil, raw material will be
removed at a depth of from 6.9 to 8.4 feet (8.9 to 10.4 feet below original ground
level). The processing plant will be set up approximately 500 feet north of the
previous year's location, and will use raw and finished products as berms to
reduce noise to the south. The drainage ditch wi{I be extended 580-600 feet
further north to improve drainage and transport sediment to the basin. During
this phase of Year 3, Stockpiles S8 and S9 will be built, completing the enclosure
of the site.
MINING OF THE LOWER LEVEL
In the rest of Year 3, the southeastern corner and southern edge of the lower
level will be mined. Mining will be done around the edges of the sediment basin
and ditches constructed during years 1, 2 and 3. This will be done either by
backhoe, working from the top of the face and expanding the open water
surface, or by dewatering the pit and using loaders. Dewatering, when required,
will pump water either into the preexisting pipe or by surface-laid flexible piping to
discharge into the Dolores River in accordance with the SWMP. During this
second part of Year 3, approximately 3.5 acres (already disturbed by previous
activities) of the lower level (including the ditch) will be mined. Waste materials
will be placed near Stockpile S10 at the south edge, backfilling and beginning
reclamation for the permanent ponds. The processing plant will remain in the
same general location during this portion of Year 3.
In Year 4, mining of the eastern and central portions of the lower level will be
done, mining an already-disturbed area of 5.3 acres. The processing plant will
remain in the same general location as during Year 3. Raw material will be
removed at a depth of approximately 20 feet below the original ground surface.
During Year 4, waste materials will be added to Stockpile S10 or to backfill
locations as part of the shoreline of the South and Middle Ponds. This may allow
some finish reclamation grading, spreading of topsoil, grading, preparation and
seeding to take place on the south end of the permit area, as well as along the
eastern edge of the permit, in Year 4. This may allow early removal and use of
materials in Stockpiles S3 and S4, which may be screened to recover gravel
before placement.
In Year 5, mining of the northern and northwestern portion of the lower level will
be done, mining an already-disturbed area of 5.3 acres. The processing plant will
be set up at much the same location as in Year 4, although excavation of the
material at that location and stockpiling for processing will be done prior to plant
set-up for the year. Raw material will be removed at a depth of approximately 20
feet below the original ground surface. During Year 5, waste material will
continue to go to Stockpile S10 or backfilled as part of the shoreline of the
Four States Aggregates, LLC 30 DEC 2000
iApplication for Permit: Line Camp Pit FSA-LCP-D1-001
