• Exhibit Page 10 • <br />STRIPPING: The initial year's mining area of 6.0 acres will be stripped to an <br />estimated depth of 2 feet and the topsoil stored in Stockpiles S3 and S4 (without <br />screening, but would probably be screened later in the mining sequence before <br />being used for reclamation). This would create a noise and visual barrier to the <br />south, which is the direction of the nearest houses (more than 500 feet distant). <br />The stripping will be done on a yearly basis for the first three years. The stripped <br />area will drain, with suitable erosion and sediment control in accordance with the <br />Surface Water Management Plan (SWMP), to an existing pipe which discharges <br />to the Dolores River. <br />INITIAL FACE WORK: <br />Mining will begin by the excavation of a ramp, from the stripped surface to a <br />depth of approximately 6-10 feet (for a total length of 250 feet to approximately <br />elevation 7208, in the eastern half of the area (Area 1A) for mining during Year 1 <br />(southeast corner of the permit area). This level is chosen to allow continued <br />gravity drainage of any water collecting in the pit, through the existing pipe, in <br />accordance with the SWMP, and to prevent or reduce loss of ground water to <br />evaporation from ponds. Mining may be done in several lifts to reduce face <br />height, and allow for better drainage, but will be less than 10 feet. <br />During this period, the processing plant will be located on the western side of <br />Year 1's mining area (Area A2), which has been stripped but not mined. <br />Stockpiles of processed material will be located to create as much a noise barrier <br />as possible to the south of the processing plant. Waste material from screening <br />and washing will be placed in Stockpile S5, which will screen operations from the <br />highway, extending north from Stockpile S3. <br />The initial face will be expanded to include the entire southeast corner of the <br />permit area, ranging from 3.5 to 10.0 feet deep (5.5 to 12.0 below original ground <br />level), with the floor of the pit sloped at a 0.5% grade for drainage. <br />EXPANSION OF INITIAL FACE AND FIRST YEAR MINING <br />Once the upper level of the Area 1A is mined, the processing plant will be <br />relocated to that area, and Area 1B, (the western portion of Year 1, southwest <br />corner of the site) will also have the upper level mined. A sediment basin will be <br />excavated in the southeast corner of the site (south of the relocated plant), <br />approximately 250 by 150 feet and up to 20 feet deep, to improve drainage of <br />subsurface water and reduce sediment, as well as collect material from washing <br />of sand and gravel. This area will likely remain in open water from this period on, <br />and forms the basis of the permanent ponds on the site. During Year 1, <br />Stockpiles S1 through S5 wiil be built. <br />MINING OF THE UPPER LEVEL <br />In Year 2, mining of the central portion of the upper level will be done, stripping <br />and mining an area of 6.6 acres. After stripping 2 feet of soil, raw material will be <br />removed at a depth of from 5.5 to 10.0 feet (7.5 to 12.0 feet below original <br />ground level). The processing plant will be set up in the same location as in the <br />beginning of Year 1, near berms to reduce noise to the south.
