Steamboat North Concrete Plant <br />GL 851 <br />SPCC Plan <br />40 CFR 112.8 (a) GENERAL REQUIREMENTS <br />The general requirements for the plan under the regulation have been met. <br />40 CFR 112.8 (b) FACILITY DRAINAGE <br />112.8 (bl(1) <br />Drainage from the oil storage areas at the facility is not discharged off property. <br />112.8 (bl(2) <br />Not applicable. <br />112.8(b)(3) <br />Spills outside of containment areas will flow by gravity into the low points inside the <br />yard and eventually drain to the catchment basin southwest of the plant. There the oil <br />will be detained until it can be pumped out. <br />112.8 (bl(4) & (5) <br />Not applicable, no water treatment. <br />40 CFR 112.8 (c) BULK STORAGE CONTAINERS <br />112.8 (c)(1) <br />The existing bulk-storage containers have been, and any new containers shall be, <br />constructed using materials, methods and standards that are appropriate for the types of <br />oil stored in them and for the conditions under which the materials are stored (e.g., <br />pressure and temperature). <br />] 12.8 (c)(21 <br />AST 1 is constructed as a double walled steel tank (LJL 2085). Therefore the interstitial <br />area is considered an adequate secondary containment volume. Portable storage tanks <br />consist of four 55-gallon drums, concrete truck fuel cells, and front-end loaders fuel cells <br />The drums are stored in a trailer, where secondary containment is provided via steel <br />trough. These drums are not subject to periodic flooding. The front-end loaders are <br />parked so if a fuel cell or hydraulic line leaked, it would pool in a low area nearby or <br />drain to the catchment basin southwest of the plant. <br />112.8 (c)(31 <br />Not applicable due to double walled tank. <br />112.8 (c)(4) & (5) <br />There are no buried or partially buried storage tanks at the facility. <br />15 <br />
