<br /> <br />Review Comments for the Dowe Flats Mining and Reclamation Plan (Application for <br />Regular 112 Permit} <br />August 10, 1993 <br />Page 2 <br />in each of the ditches a5 well as the protection of the water quality in each ditch. <br />Several of the ditches are capable of delivering raw water to the City's water <br />treatment facilities. What measures are proposed to prevent the discharge of <br />surtace runoff from the mining operations and the haul roads into the irrigation <br />ditches, or the St. Vrain creek? The haul road also crosses two major treated <br />water transmission lines which are located on the north and south sides of State <br />Highway 66. These lines deliver the entire City treated water supply most of the <br />time. The City requests the authority to review and approve the design of the haul <br />road at the points of crossing of the two water transmission lines. The flood plain <br />and flow path of St. Vrain Creek may also be aRered where the haul road crosses <br />the creek. Has the design of the creek crossing taken flood conditions into <br />account? <br />2. Exhibit D -Page 3: What is the proposed proximity of the sanitary facilities to <br />the existing irrigation ditches? It is noted that the existing water and sewer service <br />to the Harroun farm will be upgraded to serve 20 mine employees. What do the <br />current systems consist of, what will the upgrades be, and who is the provider of <br />service? We would like the opportunity to comment on the services and the <br />proposed expansions and upgrades to verify that they meet County and State <br />requirements. <br />3. Exhibit C-1: The mine permit area is bounded in part on the south by property <br />owned by the City. What measures will be taken to insure buffering of the mining <br />operations? <br />4. Exhibit G: Some surface water quality data have been collected (in 1990) by <br />the applicant, but adequate baseline data have not been obtained for each of the <br />irrigation ditches which cross the mining area. As previously noted in comment <br />number 1, the City is interested in the maintenance of both the flow capacity, and <br />the water quality in each of the irrigation ditches and the St. Vrain creek in the <br />area of the mining boundary. In order to determine the impacts, if any, of mining <br />activities on the ditches, additional baseline monitoring may be necessary to <br />determine. Are on-site retention ponds planned to contain any discharge water <br />from the mining operations? <br />4. Exhibit G -Surface Water: Will the mining operations require the development <br />of an approved augmentation plan? The City requests to be copied on all water <br />quality monitoring conducted relative to the mining operation. <br />
