Our review has focused <br />on, and our comments reflect, the potential impacts and concerns the proposed projects <br />will have with respect to the City of Longmont's water system. <br />Dowe Flats Mining and Reclamation Project: <br />The materials reviewed by staff concerning this project consisted of the Colorado Mined <br />Land Reclamation Board Application for Regular 112 Permit Dowe Flats Mine and the <br />Application for Boulder County Special Use Permit and Site Specific Development Plan <br />for Mining and Reclamation, both prepared by SHB AGRA and dated June 1, 1993 . <br />Comments concerning the mining plan -Exhibit D: <br />1.Exhibit D - Page 2: Staff has not reviewed the air quality permit application for <br />the project, but would presume issues related to dust control resulting from the <br />mining operations have been or will be addressed. The City has two water <br />treatment facilities with basins open to the atmosphere, as well as a treated water <br />storage facility within 1 to 2 miles of the mining boundary. We are interested in <br />the criteria and final air quality limitations that will be set for the mining operations. <br />What is the estimated time frame between removal of the top soil, mining of the <br />limestone, and revegetation of a particular location on the site? Will a schedule <br />be detailed? <br />The proposed haul road will cross four irrigation ditches. The applicant will need <br />to secure crossing agreements with each of the ditch companies.
