Review comments for the Dowe Flats Water Storage Project Special Use Permit
Application
Page 2
July 21, 1993
St. Vrain basin water in the reservoir will require the construction of additional
water transmission facilities to the reservoir site which may include alternate points
of diversion from the St. Vrain creek.
Timing of storage for Windv Gao. oaae 54: Staff notes it is appropriate to include
Longmont in the list of Windy Gap participants who currently rely on their Windy
Gap supplies or who will do so in the next five years. Longmont currently owns
80 shares, or 8,000 acre feet of Windy Gap water.
1. Section 3.0 Purpose and Scooe, oaae 5: Staff requests consideration be given
concerning the need for a dam breach analysis and reservoir flood routing as a
condition of final approval of the special use permit. Our request is based upon
the foNowing:
a. The proposed dam height of 110 feet
b. The proposed reservoir volume of 28,000 acre feet
c. The proximity of the dam and reservoir in relation to City of
Longmont water treatment plants and water delivery facilities
d. The proximity of the dam and reservoir in relation to the corporate
boundaries of the City
e. The proximity of the dam and reservoir to irrigation systems utilized
by the City to deliver water to treatment facilities.
Froda, please forward the Mining and reclamation project (SU-93-14) to our department
for review and comment. We do not need to review the vacation !Relocation of County
Road 47 as it is our understanding that any relocations will be north of the City's property
along the road, and not result in any increase in traffic on the roadway. We also
understand that County Road 47 will not be used as the haul road for during any phase
of the mining operation or reservoir construction.
Thanks.
