Our review has focused on, <br />and our comments reflect, the potential impacts and concerns the proposed projects will <br />have with respect to the City of Longmont's water system. <br />Dowe Flats Reservoir Proiect (Docket SU-93-151: <br />The materials reviewed by staff concerning <br />Boulder County Special Use Permit for Dou <br />SHB AGRA dated June 1, 1993 together I <br />Geotechnical Engineering Appendix. <br />this project consisted of the Application for <br />'e Flats Water Storage Project prepared by <br />rith the Dowe Flats Water Storage Project <br />Comments concerning the special use permit: <br />1. Section 7.3, page 47: The application states in part that the reservoir project <br />will most likely be utilized to provide storage for St. Vrain Basin water rights for use <br />in the St. Vrain basin by the City of Longmont. While this statement may <br />potentially be accurate, staff believes it should be based according to the findings <br />and recommendations of the City of Longmont 1990 Raw Water Master Plan <br />(RWMP). The RWMP determined that the Dowe Flats storage project would be <br />placed lower in priority in relation to several other potential storage projects <br />including the expansion of Union and Ralph Price reservoirs. Such a ranking in <br />priority would place the need and subsequent construction of the Dowe Flats <br />project into the long term development classification. Projects in this classification <br />are be anticipated for development more than 30 years from now. This time frame <br />appears to be compatible with the proposed time frame for mining operations on <br />the site. <br />2. Section 8.2 Rationale for Need and Phasino of Reservoir, paoe 50: The <br />application states in part that the Dowe Flats reservoir is positioned to meet the <br />needs to store St. Vrain basin water for use by the City of Longmont... Again, staff <br />finds it to be appropriate to base this statement according to the findings and <br />recommendations of the RWMP.
