Review Comments for the Dowe Flats Mining and Reclamation Plan (Application for
;Regular 112 Permit)
August 10, 1993
,Page 3
5. Exhibit G -Ground Water: Has a ground water analysis been completed to
determine the effect, both in quality and flow, of the mining operations on the
permitted wells in and adjacent to the mining boundary? The City requests such
a study be performed prior to the commencement of mining operations. As with
surface water, additional background monitoring data should be acquired to
determine the existing quality of wells that may be affected. The applicant does
not appear to consider groundwater level to be an issue, however seasonal
groundwater can be very high throughout the area. Both quality and quantity
issues should be investigated further.
Comments concerning the Special Use Permit Application: (Docket SU-93-14)
1. The feedlot/dairy at the site should have increased treatment and runoff control.
It does not seem that a feedloUdairy operation is the primary intended use for this
property and real concerns about operations and maintenance at the site exist.
It would be best if the feedlot operations were terminated.
2. We will need additional information on the septic system contemplated. What
is the age and condition of the existing system? Is it adequate for the increased
use. It would be highly recommended to discontinue use of the existing system
and install a new system on the downstream side of the Highland Ditch.
3. On page 7, the application states existing water rights will be used. What water
rights are being referred to? Will they need a change of use decree? What water
will be used for augmentation requirements? Has an augmentation study been
performed yet?
4. On page 68, the applicant states support for the St. Vrain Creek Corridor trail
system. Does this imply agreement to a trail access along any stream corridor
owned by the applicant and a trail under the future haul road bridge crossing of the
creek?
5. Boulder County should require a set mining phasing plan to insure the entire
site is not mined at one time and appropriate revegetation efforts are initiated on
a reasonable schedule.
6. The application notes some blasting vibrations will be experienced offsite.
What will the magnitude of these vibrations be in the vicinity of the City of
Longmont's treated water storage tank?
