2.06.2 EXPERIMENTAL PRACTICES MINING <br />EFCI does not currently, and has no plans, to utilize alternative mining <br />and reclamation practices on an experimental basis. In addition, all of <br />EfCI's existing and planned mining and reclamation operations effect full <br />compliance with applicable regulations without the need for variances from <br />the Environmental Protection Performance Standards of Rule 4. Since EFCI <br />will not be conducting experimental practices in conjunction with the <br />Southfield mining and reclamation operations, the specific provisions of <br />this section are not applicable. <br />2.06.3 MOUNTAINTOP REMOVAL MINING <br />As described in Section 2.05.2, the Southfield Mine is an underground coal <br />mining operation. Since no surface mining has been conducted by EFCI and <br />none is planned, the provisions of this section are not applicable to the <br />• Southfield Mine. <br />2.06.4 STEEP SLOPE MINING <br />As noted in the previous section, the Southfield Mine is an underground <br />mine. Also, as evident by comparison of the Mine Area Premining <br />Topography Map, (Map 6), Mine Area Postmining Topography Map, (Map 28) and <br />Loadout Area Postmining Topography Map, (Map 29), the Southfield mining <br />operations will not be conducted on steep slopes as defined by Section <br />1.04 (125) of the Colorado Regulations. By regulatory definition, all <br />slopes greater than 20 degrees are considered to be steep slopes. As <br />illustrated by representative slope measurements shown on the Mine Area <br />Premining Topography Map, (Map 6), general slopes in the mine plan area <br />are all less than 20 degrees. Because premining slopes are below the <br />regulatory cutoff for designation as steep slopes, the specific provisions <br />of this section are not applicable. <br />• <br />2.06-2 <br />
