Colony believes that, by limiting the processed shale disposal <br />to the upland valleys, only nominal impact will occur. The dis- <br />posal area will occupy approximately 900 acres at its maximum <br />or 15 percent of the total permit area. <br />At the Grand Valley Terminal facilities and water intake facility, <br />the post-mining land use will be governed by the most appropriate <br />use at the time. Current plans are to return it to pasture land <br />and lease or sell it to a local entity. If some other use is more <br />suitable in conjunction with local needs, Colony will consider <br />converting or allowing conversions to those uses. <br />RECLAMATION TIMETABLE <br />PROCESS PLANT AND MINE SUPPORT FACILITIES <br />• Reclamation of areas disturbed by the presence of the retort and <br />mine support facilities (except pipeline corridors as noted below) <br />will be reclaimed in a two-phased sequence. The support areas <br />include access roads, pipelines, conveyors, power and telephone <br />lines, dams, a processed shale loadout station mine portal bench, <br />water intake facility and terminal facilities. The first phase <br />will entail reclamation of areas disturbed during construction. <br />This will involve backfilling foundation excavations, top-soiling <br />and seeding or providing other surface treatments which will <br />stabilize such areas during the 20-year operational period. <br />The second and final phase of reclamation will begin when opera- <br />tions cease and all facilities dismantled. The terrain will be <br />graded to its final contour, topsoil spread and seeded with a <br />permanent vegetative cover.
