DISCUSSION ITEM <br />tvtston o tcy on Extension of Temporary Cessation. <br />Board review and approval of Division Policy on items to investigate <br />for extension of Temporary Cessation. <br />Staff presented ATTACHMENT B - a May 10, 1990, memo to the Board <br />containing the Dtvtst'~'on s proposed Policy of Extension of Temporary <br />Cessation. The proposed Policy contained 9 items which will be <br />investigated by the Division, prior to a second period of temporary <br />cessation being approved for an operation. Adherence to this Policy <br />should provide a full status of an operation at the time of a request <br />fora second temporary cessation. Staff answered questions from the <br />Board. <br />The Board discussed this proposed Policy with Staff and requested that <br />state and/or federal government be added to the portion of the Policy <br />regarding comments. <br />18. DISCUSSION ITEM <br />ay- the t s. <br />Brief discussion of issues presented at the Industry Seminar on <br />clay-lined pits. <br />Staff related that a seminar was presented by consultants, Tuttle and <br />Applegate, in conjunction with representatives of Rock Products. Some <br />Board Members had attended the seminar. <br />The technical aspects of clay-lined reservoirs were discussed. A <br />consultant at the seminar stated that there probably would not be a <br />potential need for additional clay-lined reservoirs along the front <br />range over the next 15 or 20 years. The real potential depehds on the <br />location, as well as the structure of the water supply system in the <br />area. The reservoirs would have to be located very strategically and <br />built the right size, in order to be useful. <br />Staff stated that, because there is no market for these reservoirs, the <br />Division and the Board would need to look at these applications more <br />closely in terms of the operators providing alternative reclamation <br />plans, prior to approval. <br />The Board further discussed the seminar and issues surrounding the <br />building of reservoirs. In response to a request from the Board, Staff <br />said someone would be invited to speak to the Board about the <br />likelihood of reservoirs being constructed and used in the future. <br />Staff Presentation by Dave Bucknam <br />19.
