Staff stated that this issue concerns the proposed appointment of
another individual to the Advisory Council. ATTACHMENT F - a letter
and resume regarding Mr. Carl W. Winters was re erence Staff stated
that Mr. Winters had contacted the Division previously and inquired
about being appointed to the Advisory Council. At Staff's suggestion,
Mr. Winters had contacted the Colorado Mining Association (CMA) to
obtain their support of an appointment for him to the Advisory
Council. The CMA forwarded the May 7, 1990, letter of recommendation
(Attachment F) to the Board. Staff answered questions from the Board.
Staff recommended the addition of Mr. Winters to the Advisory Council.
It was MOVED that the Board appoint Mr. Carl W. Winters to the Inactive
Mine Lan~Aavisory Council. SECONDED AND PASSED UNANIMOUSLY
(Kraeger-Rovey, Cooley, O'Connor, Donald, Jouflas and Entz).

20. DIRECTOR'S REPORT.
The following issues were discussed:
a) Fee Committee -MLR Act;
b) Legislative Session - per diem for the MLR Board;
c) Queens Canyon and Pike View -update;
d) Marketing Strategy - summary of the first 3 weeks of efforts in
Colorado Springs (by Dave Bucknam - presented ATTACHMENT G - a
May 21, 1990, letter from Johnson 8 Higgins in ica ing a results
of marketing efforts as of May 18, 1990);
e) Minerals Program - number of first quarter permit applications and
f) SB 181 - will present MOUs at the June Board Meeting.
