Section 816.65 (b) Continued. <br />• Energy Fuels will conduct blasting at times announced in the <br />blasting schedule except in those unavoidable hazardous situations, <br />previously approved by the regulatory authority in the permit <br />application. <br />Unavoidable hazardous situations are seen to exist, if safety <br />requires; (i) Destruction of damaged or deteriorated explosives <br />or detonators in a safe manner; (ii) Disposal of misfires and/or <br />undetonated explosives; (iii) Firing of charged holes as soon as <br />practical after cessation of static electricity or stray current <br />conditions when electric detonators are used; and (iv) Firing <br />of charged holes when weather conditions indicate the existence <br />of a safety hazard is imminent. <br />(c) Warring and all-clear signals of different character that are <br />audible within a range of one-half mile from the point of the blast <br />shall be given. Each person within the permit area and each person who <br />resides or regula_^y works within one-half mile of the permit area shall <br />be notified of the meaning of the signals through appropriate instruc- <br />tions. These instructions shall be periodically delivered or otherwise <br />communicated in a manner which can be reasonably expected to inform such <br />persons of the meaning of the signals. Each person who conducts surface <br />mining activities shall maintain signs in accordance with Section 816.11 <br />(f ). <br />Energy Fuels will give warning and all-clear signals of different <br />character that are audible within a range of one-half mile from <br />the point of the blast. Persons within the permit area and persons <br />who reside or work within the one-half mile of the permit area <br />will be notified of the meaning of the signals through appropriate <br />written instructions. Energy Fuels will periodically deliver a <br />certified letter to inform such persons of the meaning of the <br />signals.
