Section 815.65 (c) Continued. <br />(d) Access to an area possibly subject to flyrock from blasting shall <br />be regulated to protect the public and livestock. Access to the area <br />shall be controlled to prevent the presence of livestock or unauthorized <br />personnel during blasting and until an unauthorized representative of <br />the person who conducts the surface mining activities has reasonably <br />determined-- <br />(1) That no unusual circumstances, such as imminent slides or undeton- <br />ated charges, exist; and <br />(2) That access to and travel in or through the area can be safely <br />resumed. <br />Energy Fuels will regulate access to an area possibly subject to <br />flyrock from blasting within the permit area to protect the public <br />and livestock. The general mine areas are identified by signs on <br />• all access roads restricting entry to authorized personnel. Signs <br />will be posted identifying blasting areas and describing the warning <br />and all clear signals. A modulated siren shall be sounded approxi- <br />mately 3 minutes before the blast. A single tone from the siren <br />will signal the all clear. Each specific blasting area will be <br />identified as such and all charged holes will be guarded against <br />unauthorized personnel. Access to the immediate area of a blasting <br />site is cleared and controlled by qualified mine personnel prior to <br />a blast. <br />(e) (1) Airblast shall be controlled so that it does not exceed the <br />values specified below at any dwelling, public building, school, church <br />or commercial or institutional structure, unless such structure is owned <br />by the person who conducts the surface mining activities and is not <br />leased to any other person.
