Section 816.52 (a) Continued. <br />• balance of water use on or off the mine plan area, ground water levels <br />and ground water quality shall be periodically monitored. Monitoring <br />shall include measurements frcm a sufficient number of wells and <br />mineralogical and chemical analyses of aquifer, overburden, and spoil <br />that are adequate to reflect changes in ground water quantity and <br />quality resulting from those activities. Ponitoring shall be adequate <br />to plan for modification of surface mining activities, if necessary, <br />to minimize disturbance of the prevailing hydrologic balance. <br />(3) As specified and approved by the regulatory authority, the person <br />who conducts surface mining activities shall conduct additional hydro- <br />logic tests, including drilling, infiltration tests, and aquifer <br />tests and shall submit the results to the regulatory authority, to <br />demonstrate compliance with Sections 816.50-816.52. <br />The ground water monitoring program described in Section 780.21 <br />• will be supplemented by private and government efforts such as the <br />J <br />- continuing cooperative program between Energy Fuels and the USDA <br />Science and Education Administration to observe ground water <br />levels, recharge rates, aquifer characteristics and water quality. <br />As demonstrated in the proposed monitoring plan, the frequency <br />and density of ground water data collection will be adequate to <br />observe the effects of mining on the hydrologic balance described <br />in Section 780.21 (c), and to plan for mitigative measures to <br />minimize disturbance resulting from mining activities. <br />(b) Surface water. <br />(1) Surface water monitoring shall be conducted in accordance with the <br />monitoring program submitted under 30 CFR 780.21 (b)(4) and approved by <br />the regulatory authority.
