Section 816.51 (c) Continued. <br />•~ <br />(c) Provides a rate of recharge that approximates the premining recharge <br />rate. <br />Based on the flow-net analysis described in Section 779.15, the <br />premining recharge capacity of the overburden aquifer in the mine <br />plan area is about 50,000 gpd/sq. mi. The increased permeability <br />of the unconsolidated backfill material and an increase in recharge <br />area will result in a recharge rate of about 190,000 gpd/sq. mi. <br />immediately following reclamation. This effect will ultimately be <br />tempered due to the effects of settling, compaction and swelling of <br />clay material in the backfill. These factors make it difficult to <br />predict the stabilized postmining recharge rate; however, these <br />factors should reduce the permeability and storage capacity of the <br />backfilled area with time. The actual rate of recharge to the <br />overburden aquifer will ultimately be controlled by lower per- <br />meability of the natural, undisturbed portion of the aquifer down- <br />., gradient from the mine plan area. <br />Section 816.52 Hydrologic balance: Surface and ground water <br />monitoring. <br />(a) Ground water. <br />(1) Ground water levels, infiltration rates, subsurface flow and <br />storage characteristics, and the quality of ground water shall be <br />monitored in a manner approved by the regulatory authority, to determine <br />the effects cf surface mining activites or. the recharge capacity of <br />reclaimed lands and on the quantity and quality of water in ground water <br />systems in the mine plan and adjacent areas. <br />(2) f}'hen surface mining activites may affect the ground water systems <br />which serve as aquifers which significantly ensure the hydrologic <br />• 816-59 <br />
