Monitoring Reouirements (continued) <br />Oil and Grease - In the event that an oil sheen or floa[ing oil is observed, a grab sample shall be collected, analyzed, <br />and reported on the appropriate DMR. in addi[ion, corrective action shall be taken immediately to mitigate the <br />dischazge of oil and grease. A description of the corrective action taken should be included with the DMR <br />Total Dissolved Solids (TDS) monitoring is required only for discharges to the Colorado River Basin. See specific <br />facility certification rationale to de[ermine whether TDS monitoring is required. <br />Total pbospborus motvtoring is required only for discharges to the Dillon Reservoir drainage area (i.e., Ten Mile <br />Creek, Snake River, Blue River, and all other tributaries to the Dillon Reservoir) and for dischazges to the Upper Bear <br />Creek drainage area. See specifc facility certification rationale [o de[errrtine whether phosphorus monitoring is required. <br />C. DEFINTI70NS OF TERMS <br />I. "Continuous" measurement, is a measurement obtained from an automatic recording device which continually measures <br />provides measurements. <br />2. "DaSly Maximum [imitation" means the limitation for this parameter shall be applied as an instantaneous maximum (qr, <br />for pH or DO, instantaneous minimum] value. The instantaneous value is defined as the analytical result of any <br />individual sample. DMRs shall include the maximum (and/or minimum) of all instzntareous values within the calendar <br />month. Any instantaneous value beyond the noted daily maximum litni[a[ion for the indicated parameter shall be <br />considered a violation of this permit. <br />3. 'Grab" sample, is a single "dip and [ake" sample so as to be representative of the parameter being monitored. <br />4. 'In-situ" measurement is defined as a sin_ole readin¢, observation or measurement taken in the field at the point of <br />dischazge. <br />5. 'Instantaneous' measurement is a single reading, observation, or measuremen[ performed on site using existing <br />monitoring facilities. <br />6. "New source" is generzlly defined as a coal mine (or major al[eration to a coal mine) the construction of which <br />commenced after May 4, 1984. See 40 CFR 434.11 Q) for the complete definition. <br />7. -Quarterly measurement frequency" means samples may be collected at wy time during the calendar euarrer if a <br />continual discharge occurs. If the discharge is interminea[, [hen samples shall be collected during the period [hat <br />discharge oaurs. <br />8. 'Settleable solids analytical procedure" is con[ained in 40 CFR 434.64. The method detection limit for measuring <br />settleable solids under this part shall be 0.4 mP/P. <br />9. 'Thirty (30) day average" means the arithmetic mean of all samples collet:ed during a thim-consecutive-day period. <br />The pertnittee shall report the appropriate mean of all self-monitoring sampic data collected during the calendar month <br />on the Discharge Monitoring Reporu. Samples shall not be used for more than one reponing period. <br />10. "Total Meals" means the concenvaticn of metals determined in an unfiltered sample following vigorous digestion <br />(Section 4.1.3), or the sum of the concenvatiorts of metals in bo[h the dissolved and suspended fractions, as described in <br />Manual of Methods for Chemical Analysis of Water and Wastes, U.S. Environmental Protection Agency, March 1979, <br />or its ecuivalent <br />11. 'Visual" observation is observing dre dischazge [o check for the presence of a visible sheen or floating oil. <br />12. "Water Quality Control Division" or "Division" means the state Water Quality Control Division as established in <br />25-8-101 et al. <br />Additional relevant definitions are found in the Colorado \Vter Quality Control Act, CRS §§ 25-8-101 et seo•, the <br />Re~ulatiotu for the State Discharge Permit System, 5 CCR ]002-2, § 6.1.0 et seq. and other applicable regulatioru. <br />
