coal production during the permit term is projected to increase from the current projection
of 874,000 tons, to a maximum of 1,741,995 tons. Highwall miner extraction alone is
projected to account for a maximum annual production of up to 980,000 tons. To allow
for highwall mining, operational scheduling and baclifilling and grading timeftames within
the various mining blocks have been adjusted. Life of mine projections are that coal
extraction will continue through 2008, with mine pit bacl~illing and grading operations
completed in 2009, and reclamation grading of various ancillary facilities completed by
2010. Mine plan changes associated with PR-4 will result in an additional 17.5 acres of
surface disturbance immediately adjacent to previously approved disturbance areas, in the
southern portion of the south extension area.
In addition, various updates to the ownership and control information section of the permit
have been included in PR-4, refinements to the plans for design and certification of stock
tank impoundments have been addressed, and "As-Built" designs for Sediment Pond 17
have been provided.
Seneca II-W Findings Document 3 November 17, 2(m4
Permit Revision No. 4
