Ownership of the surface by private, Federal and <br />State interests is 3,967.1, 70.2 and 55.7 acres, respectively. Mineral ownership is 3216.2 acres <br />Federal, 821.1 acres private and 55.7 acres State. Permit Area acreage is not changed by PR- <br />4. <br />Approval of PR-3 allowed for continued mining within the South Extension of the approved <br />permit area. PR-3 approval authorized an additional 148 acres of disturbance to allow for <br />recovery of Sage Creek and Wolf Creek reserves, and 14 additional disturbance acres associated <br />with expansion of previously approved Wadge pit disturbance areas. Approval of PR-3 was <br />projected to extend the period of mining within the permit area through 2011. PR-3 approval <br />also provided for modifications to [he sediment control plan to handle the additional disturbance <br />associated with the Sage Creek/Wolf Creek mining area. Additionally, the Division approved <br />variances from the 180-day backfill and grading requirement of Rule 4.14.1(1)(c), for specific <br />locations. Finally, within PR-3, the Division approved a number of reclamation plan <br />amendments intended to enhance soil stabilization and vegetative diversity, and a field study to <br />evaluate irrigation and soil handling practices for successful establishment of site-native aspen <br />saplings. <br />The primary operational change associated with PR-4 is the incorporation of highwall <br />miner coal extraction to allow for maximal coal recovery following extraction by <br />conventional surface mining techniques, in specified fmal pit locations.
