At the Seneca II-W Mine, there are approximately 2.1 miles of existing and <br />proposed light use roads. Light-use road locations are shown on Exhibits 12-2, 12- <br />3, 13-2, and 13-2A, and a typical cross-section is presented on Figure 13-6. <br />These roads are only used on an intermittent basis for purposes other than <br />transportation of coal, including but not limited to, roads used for monitoring and <br />periodic maintenance of monitoring facilities and reclaimed areas. <br />With the acceptance of Stipulations 32 and 35, the operation is in compliance with <br />the requirements of this section. <br />II. Support Facilities -Rule 4.04 <br />Support facilities used in conjunction with the Seneca II-W Mine include an equipment <br />construction site, fuel storage areas, an equipment shop, office/bathhouse, a potable <br />water well and supply line to the approved facilities area, an electric substation and an <br />explosive storage facility, and Sediment Ponds 005, 006, 009, 015, 016, 016A, and <br />017. <br />Volumes 7-9, Tab 13, contain detailed information on [he existing and proposed mine <br />facilities. <br />III. Hydrologic Balance -Rule 4.05 <br />A. Water Quality Standards and Effluent Limitations <br />Storm runoff from all disturbed areas (except some topsoil stockpiles), pit <br />ptunpage, water treatment facilities, and spoil springs will pass through a sediment <br />pond designed to ensure that all discharges meet effluent limits in Seneca Coal <br />Company's NPDES permit for the Seneca II-W Mine. A storm water permit and <br />spill prevention containment and control plan associated with the NPDES permit <br />also dictate preventative and mitigation measures for ensuring that all water leaving <br />the mine site meets applicable effluent limits. <br />Disturbed areas, as defined by Rule 1.04(36), are delineated on permit area <br />map Exhibits 20-1 (original permit area) and amended Exhibit 20-1A (south <br />extension area). The Division requested certain modifications to Exhibit 20- <br />lA during the PR-4 review, that have not been provided. In a letter of 7uly <br />7, 2004, the Division noted that the exhibit had not been certified by a <br />qualified, registered professional engineer or professional geologist in <br />accordance with Rule 2.10.3(2). In addition, the Division pointed out that <br />certain areas that would appear to meet the definition of "disturbed" had not <br />been included within the delineated disturbance area on amended Exhibit 20- <br />lA. Specific areas noted include the slide disturbance on the steep slope east <br />Seneca II-W Findings Document 22 November 17, 2004 <br />Petmi[ Revision No. 4 <br />of the ridgeline pit in the Pond 015 watershed, and the road that accesses <br />Topsoil Stockpile AAA. In addition, the Division requested that ephemeral <br />drainages that will convey concentrated disturbed runoff from areas of active <br />mining or reclamation in the Pond 015 and Pond 017 watersheds be delineated <br />as disturbed or potentially disturbed. This request is due to the potential that <br />exists for sediment deposition or erosion within such drainages.
