ANY RECLAMATION PARCEL THAT INCLUDES A ROAD OR ROAD <br />SEGMENT TO BE RETAINED FOR THE POSTMINING LAND USE. <br />The segment of Haul Road "A" extending to the east of the Haul Road "H" <br />junction is not currently (October 2004) designated as a permanent road, and <br />as such should logically be reclaimed in conjunction with completion of <br />reclamation operations in the adjacent "A" Pit disturbance areas. The <br />permittee has indicated that a revision is anticipated to designate this segment <br />as a permanent road for postmine use. The following stipulation is warranted <br />to ensure timely reclamation or modification of the road segment. <br />STIPULATION 35 <br />THE SEGMENT OF HAUL ROAD "A" EXTENDING TO THE EAST OF <br />THE HAUL ROAD "H" JUNCTION WILL BE FULLY REGRADED TO <br />APPROXIMATE ORIGINAL CONTOUR (AOC) BY SEPTEMBER 1.2005, <br />UNLESS A TECHNICAL REVISION APPROVAL FOR A MODII7IED <br />ROAD DESIGN FOR POSTMINE USE IS APPROVED BY THE DIVISION <br />PRIOR TO THAT DATE. IF AN AMENDED DESIGN FOR POSTMINE <br />USE IS APPROVED BY THE DIVISION, THE DESIGN WILL BE <br />IMPLEMENTED AND COMPLETED BY SEPTEMBER 1. 2005. <br />B. Access Roads <br />There are three approved access roads in the Seneca II-W permit area, Coal <br />Carrier's Access Road, Oil Well Access Road, and Ridgeline Access Road. <br />The Coal Carrier's Access Road is approximately 0.1 mile of existing access <br />road used on a frequent basis to service the shop facilities area of the coal <br />carrier at the east end of the Tie-Across Haul road depicted on Exhibit 13-11. <br />The Oil Well Access Road (approximately 0.3 miles in length) has been <br />constructed across graded spoils in the °B" Pit area, to provide access from <br />the Mine Entrance Haul Road near Pond 006 to the active oil well located <br />adjacent to the reclaimed °B" Pit. The Ridgeline Access Road extends for <br />several miles across reclaimed land to connect Haul Road "G" at the north <br />end of the mine area to the existing road system providing access to the south <br />extension area. Both the Oil Well Access Road and Ridgeline Access Road <br />have been proposed as permanent roads, and are depicted on Postmining <br />Topography Map Exhibit 20-2. As such, both roads are subject to the road <br />retention demonstration requirements specified in Stipulation 32. <br />C.
