Walker <br />This is a comparison of field conditions to approved plans (text, appendices, exhibits and maps) <br />of the Permit Application Package (PAP), annual reclamation reports, annual hydrological <br />reports, inspection reports, correspondence files, etc. Brief descriptions of any observed <br />discrepancies aze included. Parts 3 and 4 of this form address reclamation plans, bond release <br />status, and reclamation cost estimates. This is a coal handling site - not a surface or underground <br />mine site. The conversion of this site from a coal Loadout facility (truck in, rail out) to a coal <br />loadin facility (rail in, truck out) was approved by Technical Revision 06. However, none of the <br />approved conversion has been accomplished. This review is, then, a review of existing-as- <br />previously-approved features in lieu ofapproved-but-not-existing features. Thus Attachment 12- <br />I of the PAP applies. However, the current reclamation cost estimate reflects the approved but <br />not constructed portions of the site. The conversion consisted of the remodeling or <br />reconfiguration ofexisting structures, so equivalent structures are referenced. <br />Part I - Contemporaneous Reclamation - To be completed at least annually <br />1.1. Backfrlling and Grading <br />1.1.1. Number of open pits, portals, mine shafts, and/or adits, and approximate dimensions of <br />pits/openings. <br />There are no open pits, portals, mine shafts, or adits. However, there are railroad cuts that require <br />backfilling to bring the areas to grade. <br />1.1.2. Number of spoil ridges at each pit, or time elapsed since the pit was last active. <br />None. <br />1.1.3. Are there existing subsidence features that require backfilling and grading? <br />No. <br />L 1. ~{. Disturbed areas that require backf Ming and grading. <br />The sites for support facilities need to be backfilled and graded. There has been no reclamation <br />work accomplished at the site. Thus all the disturbed areas below approved postmining <br />topography need to be backfilled and graded. Backfilling is required at the cuts for the railroad <br />tracks, sedimentation ponds, and areas for facilities. Grading is required at all disturbed areas, <br />including cut, fill, and at grade areas. <br />Page I of 9 pages, 8/10/2007 <br />
