3.0 Hay Bale Drainage Control System <br />3.1 Description <br />This specification covers all work required to provide drainage control <br />for the East Mine Area, including placement of hay bale dikes along the <br />entire southern permimeter of the disturbed area and below the outlet end <br />of 2 highway drainage culverts existing within the disturbed area. <br />3.2 Materials <br />The hay bale material specified for the drainage control dikes shall <br />consist of standard size rectangular bales formed by agricultural baling <br />machines and wire wrapped and tied. Rotted, caked, decayed or moldy <br />material, or bales not adequately bound with wire will not be accepted. <br />hay bale anchoring devices shall consist of minimum 24 inch long, minimum <br />1/2 inch diameter steel reinforcing rod ("rebar") or equivalent. <br />3.3 Executlon <br />The CONTRACTOR shall perform all work and provide all materials necessary <br />to construct the drainage control system within the East Mine Area in <br />accordance with the plans and specifications set forth below. <br />Southern Perimeter Hav Bale Dike Installation <br />The CONTRACTOR shall install a drainage control dike along the <br />entire southern perimeter of the disturbed area as delineated on <br />the attached Exhibit 3. The dike shall be built by placing hay <br />bales end to end along a single row or line which follows the edge <br />or boundary of the regraded, seeded area. Bales shall be placed <br />firmly against adjacent bales, and each bale shall be anchored to <br />the ground surface using two minimum 24 inch long, 1/2 inch <br />diameter lengths of steel reinforcing rod or equivalent. Each <br />anchoring rod shall be driven vertically through the top of each <br />bale and extend a minimum of 12 inches into the ground surface. If <br />anchors longer than 24 inches are used, each anchor shall protrude <br />no higher than 6 inches above the top of the bale. Anchors shall <br />be placed at the center point of each half of the bale. The ground <br />surface below each bale shall be graded smooth such that 100 of <br />the bottom area of each bale contacts the ground surface. Bales <br />shall not be placed over any voids, depressions, or rocks <br />protruding above the ground surface. The end of each bale shall be <br />aligned to match the end of each adjacent bale, center point to <br />center point such that the uphill face of the completed dike forms <br />a continuous smooth wall with no steps, recesses, or protrusions. <br />Hay bales shall be placed with the wire wrapping oriented to the <br />top and bottom of the bale, not side to side. <br />-10- <br />
