Slormwater Quality Controls - Be~Y Maneygttent Ptactim <br />Each inactive mining site artifiad under by this permit shall develop a description of etormwater quality cea4ois <br />appropriate for that site, and implement such controls. The appropriateness sad priorities of wntrols in the plea shall <br />reflect identified potential sourtxs of pollutants at d[e mining site. The SWMP shall contain a narrative description of <br />the appropriate best tnanagemeat praetices (BMPs) for the pecmittee'e site. The description of the HMPs shall include: <br />a. Stotmwater diversion: Describe how and where atormwatg will be diverted away from potential pollutant sourw <br />t0 prcvwt S[O[IDWater COpram___ i,~efipp, <br />b. Sediment and erosion prevention: Describe praetixa that will be used to reduce erosion and prweat sediment <br />delivery to Stara waters. These could include structural (such as silt fences, nedimrat poadv, drop structures, <br />check dams) and non-structural (such as mulching and tevegetetioa) methods. <br />Camomhertsive Tnsoeclion and Raordkceoinn Procedtrres <br />The SWMP shall idrntify qualified peraomel that shall inspect designated areas. Lrspections required by this la¢t shall <br />be conducted annually. Where annual inspections are itapractiabla, certification Dote every three years by a Registered <br />Professional Engincer that the site is in compliance with the SWMP, is required. The SWMP shall also identify <br />procedures for rxordkceping and interml reporting. <br />D. TERMS AND CONDTTIONS <br />1. Lateral L'anitatiort4 <br />The following limitations shall apply W all discharges authorimd by this permit <br />a. Stormwater discharges from mining operations shall not cause or threaten to cause pollution, contamination or <br />degradation of State waters. <br />b. Bulk storage structures for petroleum prodtuts end other chemials shall have adequate protection so as to contain <br />all spills and prevent any spilled material from entering State waters. <br />c. No chemicals are to be added to the discharge unless permission for the use of a specific chemical is granted by <br />the Division. In granting the ttse of such chemicals, special conditions and monitoring may be addressed by <br />separate letter. <br />d. All dischargers must comply with the lawful requirements of counties, drainage districts and other stale or local <br />agencies regarding any discharges of storntwater to storm drain sysums or other water courses under their <br />jurisdiction. <br />2. SWMP Retn»rements <br />The SWMP (see Parts I.B. and I.C.) shall be prepared is accordaax with good engineering prutices. The main <br />objective of the plan shall be to identify BMPs which, when implemented, will mat the terms and conditions of this <br />permit. The following conditions must be met to achieve compliance with this permit: <br />a. S1NIVIP Retention: For edive mining operations, the plea shall be signed in accordance with Put LD.9, sad <br />retained on site. For irrective mining open[ions, the plan shall be signed is accordance with Part I.D.9, std <br />retained by the pecmittee. <br />b. SWMP Review/Changes: Upon review of the SWMP, the Division may notify the permittce at any time tluu <br />the plan does not meet one or more of the minimum requirements of this permit. After such notification. the <br />
