Those portions of the referenced dacttments mtat be included is the submittal. The SWMP must ilso be readily available to an on-site inspector. 9. Allowable Non-Stormwattr DisctterTtts The plea shall identify all sources of irrigation return flow end natural uncontaminated spring water that are combined with stormwater discharges associated with industrial activity. The plea shall identify and enaurc the implemmtatioa of appropriate meastrcs to prevent pollution of the non-stormwattr component(s) of the discluuge. Irtigation return flow and natural spring water which mixes with mine drainage or process water becomes mine drainage or process water. C. STORMWATER MANAGEMENT PLAN -INACTIVE MINES A Stormwater Management Plan (SWMP) shall be developed for rach inactive mine covered by this permit. The SWMP shall be prepared is accordance with good engineering practices. (Ilte plan need not 6e completed by a registered engineer.) The plan shall identify potential sources of pollution (including sediment) which may reasonably be expected to affect the quality of smrmwarer discharges associated with the inactive mining operation. In addition, the plan shall describe and ensure the implementation of best management practices (BMPs) which will be used m reduce the pollutants in stormwater discharges associated with the inactive mining operation. As a condition of this permit, inactive mining operations must certify the completion and implementation of the SWMP requited under this part. Tnacli•e mining operations must implement the provisions of their SWMP as a condition of this permit. The Division reserves the right to request and review the plans, and to roquire additroml measures to prevent and control pollution, as needed. The SWMP shill include the following items, at a minimum: 1. Deuriotion of Minirm Activities The plea shall provide a mrtative descriptroo of rho mining end associated activities that took place e< the site. The narrative description shill report the approximate dates of operation, the total acreage within the mine site and as estimate of the number of acres of disturbed area. A general description of the location of the mining site relative to major transportation routes and communities shag ilso be provided. 2. i Ma Each plan shall provide a geoeralired site map or maps which indicate any of the following which may be applicable: - mining/milling site boundaries and access and haul roads; - areas used for storcge of overburden, materials, soils, tailings or wastes; - areas used for outdoor manufacturing, storage or disposil of materias; - tailings piles and ponds; - as estimate of the direction(s) of flow; - existing structural control measures to reduce pollutants is stotmwater runoff; and - springs, streams, wetlands and other surface waters. 3. Description of Potrntial Pollutant Sources/Mattaiil inventory The plan shall provide a dexriptioa of potential sources which tnay reasombly be expected to add polluunts to slormwater discharges. The plan shall include an inventory sad narrative description of any significant materials (see definitions is Part I.D. of this permit) that may still be at the site. This description of sources should agree with sources identified oa the trap. The SWMP shall assess the poterttiil of these pollutaatsources u the mine to contribute poBumNa to stormwater discharges.
