Those portions of the referenced dacttments mtat be <br />included is the submittal. The SWMP must ilso be readily available to an on-site inspector. <br />9. Allowable Non-Stormwattr DisctterTtts <br />The plea shall identify all sources of irrigation return flow end natural uncontaminated spring water that are combined <br />with stormwater discharges associated with industrial activity. The plea shall identify and enaurc the implemmtatioa of <br />appropriate meastrcs to prevent pollution of the non-stormwattr component(s) of the discluuge. <br />Irtigation return flow and natural spring water which mixes with mine drainage or process water becomes mine drainage <br />or process water. <br />C. STORMWATER MANAGEMENT PLAN -INACTIVE MINES <br />A Stormwater Management Plan (SWMP) shall be developed for rach inactive mine covered by this permit. The SWMP shall <br />be prepared is accordance with good engineering practices. (Ilte plan need not 6e completed by a registered engineer.) The <br />plan shall identify potential sources of pollution (including sediment) which may reasonably be expected to affect the quality <br />of smrmwarer discharges associated with the inactive mining operation. In addition, the plan shall describe and ensure the <br />implementation of best management practices (BMPs) which will be used m reduce the pollutants in stormwater discharges <br />associated with the inactive mining operation. <br />As a condition of this permit, inactive mining operations must certify the completion and implementation of the SWMP requited <br />under this part. Tnacli•e mining operations must implement the provisions of their SWMP as a condition of this permit. <br />The Division reserves the right to request and review the plans, and to roquire additroml measures to prevent and control <br />pollution, as needed. The SWMP shill include the following items, at a minimum: <br />1. Deuriotion of Minirm Activities <br />The plea shall provide a mrtative descriptroo of rho mining end associated activities that took place e< the site. The <br />narrative description shill report the approximate dates of operation, the total acreage within the mine site and as estimate <br />of the number of acres of disturbed area. A general description of the location of the mining site relative to major <br />transportation routes and communities shag ilso be provided. <br />2. i Ma <br />Each plan shall provide a geoeralired site map or maps which indicate any of the following which may be applicable: <br />- mining/milling site boundaries and access and haul roads; <br />- areas used for storcge of overburden, materials, soils, tailings or wastes; <br />- areas used for outdoor manufacturing, storage or disposil of materias; <br />- tailings piles and ponds; <br />- as estimate of the direction(s) of flow; <br />- existing structural control measures to reduce pollutants is stotmwater runoff; and <br />- springs, streams, wetlands and other surface waters. <br />3. Description of Potrntial Pollutant Sources/Mattaiil inventory <br />The plan shall provide a dexriptioa of potential sources which tnay reasombly be expected to add polluunts to <br />slormwater discharges. The plan shall include an inventory sad narrative description of any significant materials (see <br />definitions is Part I.D. of this permit) that may still be at the site. This description of sources should agree with sources <br />identified oa the trap. The SWMP shall assess the poterttiil of these pollutaatsources u the mine to contribute poBumNa <br />to stormwater discharges. <br />
