Spill Prevention and Reponse Procedure -Areas where potential spills can occur, and thou accompanY~B <br />drainage points, shall be identified clearly in the SWMP. Where appropriate, specifying material handling <br />procedures and storage requirements in the plan should be considered. Procedures for cleaning up spills shall be <br />identified in the plan end made available to the appropriate personnel. The necessary equipment io implement a <br />clean-up should be available to persomel. <br />f. Bet Management Practices -The SWMP aha11 contain a nartative description of the appropriate stormwater <br />mamgetnent practices for the permiitee's facility. Based on an assessment of the potential of variow sources at <br />the site to contribute pollutants to slormwater discharges associated with mining operation, the plan shall provide <br />estimated dates of coatpliaoce for when the measures datertttiaed to be reasonable and appropriate shall be <br />implemented sad maintained. Any existing controls should oleo be discussed. The description of the BMPs shall <br />include: <br />1) Stormwater diversion: Describe how and where stormwater will be diverted away from material handling <br />and storage areas W prevent stormwate[ contamination. <br />2) Materials handling and spill prevention: Where materials an impact etorvttvater runoff, practices that <br />reduce the potential for mntaminatian shall be described and implemented. Far example, materials should <br />be stored and handled in covered areas to prevent contact with stormwater, chemicals should be stored <br />within berms or secondary wntainmeat devices to prevent leaks and spills from entering stormwster runoff. <br />3} Sediment and erosion prevention: Describe practices drat will be used to reduce erosion and prevent <br />sediment delivery to State waters. These should include structural (such as silt forces, sedimen[ ponds, <br />drop stoutness, check dams) and non-structural (such v mulching and revegetatioo) methods. <br />g. Employce Edttration -The SWMP shall describe employee education programs to inform personnel at all levels <br />of responsibility of the components sad goals of the SWMP. Eduction should address topics such as spill <br />response, good housekeeping and material management practices. The SWMP shall identify periodic dates for <br />such instmc4on. <br />b. Testing for NonStortnwater -The Stormwater Quality Control section of the SWMP shall include certification <br />[hat the discharges have been tested or evaluated for the presence of non-stormwa[er discharges such a, mine <br />drainage, contaminated springs, sanitary waste, or process water of any kind. The certification shall include a <br />description of the results of any test for the presence of non-stotmwater discharges, the method used, the date of <br />any testing, and the on-site drainage points that wen: directly observed during the test. If the certification is based <br />solely on interpretation of the regulations, a jwtification of this interpretation mwt be included. The certification <br />mwt be signed in accordance with signatory requirements (see Part I.D.9). <br />6. Comprehensive ittscection <br />The SWMP shall identify qualified persomel that shall inspect desigmted equipment and mine areas at appropriate <br />intervals specified in the plan, at least twice a year (in the spring and fall). <br />7. Recordkeenine and Internal Renortina Prncedurss <br />The SWMP shall identify procedures for recordkeeping and internal reporting. <br />8. Consistmcv with Other Plans <br />SWMPs may reflect requirements for Spill Prevention Control attd Counterafeantre {SPCC) plans under section 311 of <br />the CWA, or Best Mamgement Practices (BMPs) Programs otherwise required by a CDPS permit, and may inwrporate <br />any paR of such pleas into the SWMP by reference. The SWMP may rely upon information developed for other similar <br />pollution control programs, including the Mined I-and Reclamation Plan. Appropriate portions of these other plans may <br />
