Annual reports showing new disturbances and completed reclamation are required. The Board must act on applications for limited Impact operations within 30 days of their having been filed. When a limited impact operation i^ scheduled to exceed the stated size limitations, a regular pertait must be obtained. Procedures for expediting the conversion to a regular permit are provided, and the Board oust act on a conversion application within 90 days. PROSPECTING HB 1065 establishes a system whereby persona engaged in prospecting must notify the Board of their activity. Prospectors must be bonded and they must reclaim the. land they disturb. Prospecting is not subject to permits. The bill defines prospecting as the act of searching for or investigating a mineral deposit. The term includes sinking shafts, tunneling, drilling core and bore holes and other pre-development work. Prospecting does not include activities such as airborne surveying and photo- graphy, the use of hand carried instruments to make measurements and tests, boundary or claim surveying, location work, or any other work causing no greater :Land disturbance than is caused by ordinary lawful use of the land by persons not prospecting. Zn other words, a <Ireat deal of activity thought of as prospecting within the industry will not even be subject to the notice requirement. where notice is requirefl, it must be filed prior to rzntry upon the land. The notice is to contain the applicant's name, a description of lands by township and range, sin approximate commencement date, and a statement of measures to be taken to reclaim the land consistent vrith the duties imposed on operators. All information is maintained as confidential until reclamation work is completed. A bond, in the amount of S2,000 per acre, must be obtained by prospectors. Alternatively, a $25,000 bond covers statewide prospecting. Notice of completion is to be given to the Board within 30 days of the termination of operations. The Board will inspect the lands to determine whether reclamation ha.s been satisfactorily performed. The bond must be released within 30 days of completion.
