Provide a written description of the reclamation results as they relate to the <br />approved reclamation plan and the criteria used in the determination. The <br />reclamation criteria are dependent on the permit in effect at the time of <br />reclamation and the program dates discussed in item 1 above. <br />4. On page 2 of the Bond Release Request, the list of permit numbers and approval <br />dates should include any pre-law permits covering the reclamation requested for <br />release. <br />5. In accordance with Rule 3.03.2(1) please add these to the list of public <br />notifications any municipalities, sewage and water treatment authorities, water <br />conservancy and water conservation districts in the locality in which the surface <br />coal mining operations took place. The town of Hayden and the Colorado <br />Division of Wildlife should be included in the local government agencies <br />notification. <br />6. In accordance with Rule 3.03.2(1)(b) please add to the Public Notice the <br />following information. The type and appropriate dates of reclamation work <br />performed, and a description of the results achieved as they relate to the <br />permittee's approved reclamation plan. <br />In the Public Notice, replace the statement ".... were backfilled and graded from <br />the beginning of mining...", with the actual yeaz that backfilling and grading <br />began. The Public Notice should also state that the bond release application <br />includes pre-law and interim lands and the correlating permit numbers. The <br />number of acres associated with each of these categories should be designated <br />along with the appropriate permit number. <br />In the Public Notice, the number of acres requested for release between the first <br />paragraph (2,213.7 acres) and the third paragraph (3,457 acres) is somewhat <br />misleading. It should be clearly stated that the total permit area encompasses <br />3,457 acres and the amount requested for Phase I release is 2,213.7 acres. <br />A copy of the complete bond release application should be sent to the Office of <br />Surface Mining, Western Regional Coordinating Center, P.O. Box 46667 Denver, <br />CO 80201-6667, Attention: James Fulton. Since the Seneca II Mine is a federal <br />mine, the OSM will be involved with the field inspection. It is helpful if OSM <br />has a copy of the application and maps to prepaze for the inspection. OSM will <br />also provide concurrence on the DMG's proposed decision for OSM and for <br />BLM. <br />9. It would be helpful to have the total number of acres that the permit are <br />encompasses (3,457) listed on page 1 as well as the number of acres requested for <br />Phase I bond release. <br />
