.~ <br />PCPC <br />Re: SUP No. 596 <br />June 17, 1997 <br />Page 5 <br />COMPREHENSIVE PLAN <br />The Pueblo Regional Comprehensive Development Plan, "Pueblo County Plan Map" <br />depicts the subject property as "Agricultural" lands which are bounded to the north and <br />east by "Heavy Industry" and "Light Industry," respectively. <br />FIRE PROTECTION <br />The batch plant facility is within the boundary of the Pueblo Rural Fire Protection <br />District. <br />FLOODPLAIN <br />The batch plant property is not located within a "Special Flood Hazard Area" according <br />to FEMA's Flood Insurance Rate Map, Community Panel No. 080147 02456, dated <br />September 29, 1989. <br />ACCESS <br />The Colorado Department of Transportation (CDOT) has issued an access permit (No. <br />287169) for the property accessing Highway 96/50 which contains several requirements <br />including construction of turn lanes, acceleration and deceleration lanes, and other <br />performance-related conditions. The applicant has submitted additional information for <br />this access permit which CDOT is reviewing. CDOT indicates in their letter of 5-15-97, <br />there are no anticipated problems with issuing the permit. <br />The applicant shares a portion of frontage road with a single family residence. The <br />applicant shall continue to provide access to Highway 96/50 for this residence. <br />Other portions of the mining operation which might require access onto Baxter Rd. or <br />36'" Lane will also require access permits from CDOT as stated in previous reviews. <br />NPDES PERMIT <br />Valco was issued two NPDES Permits that allow discharge of water into the Arkansas <br />River from mining operations at this location. Water from the operation is discharged <br />Under NPDES Permit No. COG-50000. Wastewater from the batch plant is discharged <br />under NPDES Permit No. COG 500082.Under the permit terms, Valco is authorized to <br />discharge treated process wastewater into waters of the State of Colorado. <br />
