The Commission may <br />also impose reasonable conditions to ensure consistency with the <br />character of the area and to minimize impacts. <br />(c) This special use proposal incorporates reasonable means to create <br />an environment harmonious with that of the surrounding properties. <br />Staff: The proposed activities are within an area which has been <br />previously approved for mineral extraction, processing, and concrete <br />batch operations. The property is next to a Heavy Industrial zone district <br />area to the north, across Hwy. 96, and several light industrial zones to the <br />east. There is asingle-family residence immediately west of the existing <br />plant site which may be affected by the expanded operations. The batch <br />plant property is somewhat buffered from additional residential conflicts by <br />distance and other industrial-type land uses in the area. <br />(d) The special use will not adversely affect the public health, safety, or <br />welfare. <br />As proposed and regulated, the special use will not adversely affect the <br />public health, safety, or welfare. <br />OTHER REQUIREMENTS <br />The special use is subject to the rules and regulations of several Federal, State, and <br />local agencies. These may include the Mined Land Reclamation Board and Mined <br />Reclamation Division of the Department of Natural Resources, The Army Corps of <br />Engineers, the Colorado Water Quality Control Commission and Water Quality Control <br />Division of the Department of Public Health and Environment, the Air Quality Control <br />Division, The Colorado Department of Transportation, the City-County Health <br />Department, as well as other agencies which may have jurisdiction. <br />The applicant shall be required to submit a parking plan and/or sign permit for any <br />additional buildings or signs to be placed upon the premises. The parking plan shall <br />address the need for additional parking spaces generated from the additional structure <br />and activities. The required spaces must be installed and inspected by staff prior to a <br />final zoning authorization for a certificate of occupancy. The sign Permit shall be <br />required for any additional signs to be placed at the plant-site which advertise the <br />business. Applications for the above are available at the Department of Planning and <br />Development. <br />
