• Raptors: A raptor nesting survey was completed by Cedaz Creek Associates <br />during the 1998 raptor nesting period for all public land portions of the <br />pipeline corridor (Cedaz Creek 1998). American Saia will conduct <br />additional raptor surveys of suitable habitat along the pipeline corridor in <br />areas not covered by the 1998 surveys. These additional surveys will be <br />completed prior to pipeline construction. In addition, any inactive nests <br />identified along the pipeline corridor during the 1998 surveys will be <br />checked for activity prior to initiation of pipeline construction activities. <br />If any nests aze determined to be active or if any previously unidentified <br />active nests are discovered during construction, construction activities <br />would be subject to the following BLM stipulations. <br />1) For any active nest discovered along the pipelu>e corridor, a no <br />surface occupancy (NSO) zone will be established around the nest, <br />whereby disruptive surface occupation or adverse habitat <br />modification would be prohibited within one••quarter mile of <br />functional nest sites of special status raptor specze;o and within one- <br />eighth mile of nests of other raptor species. <br />2) Timing limitations (TL) would prohibit all development activities <br />within one-half mile of functional nest sites of special status raptor <br />species and within one-quarter mile of nests of other raptor species <br />from February 1 to August 15 or until fledging and dispersal of <br />young. <br />Exceptions, modifications, or waivers to the NSO and TL stipulations <br />consistent with the White River Resource Area Managernent Plan may be <br />allowed by the BLM based on consultation on a site-spe+sfic basis. Raptor <br />NSO and TL stipulations aze provided in Attachment 4. <br />• Sage Grouse: In response to concerns of the CROW and BI.M, American <br />Soda has prepared a Sage Grouse Mitigation Plan, which is contained in <br />the Wildlife Mitigation Plan The Barnes Ridge portion of the pipeline <br />corridor is of particular concern due to known leks and nesting and brood <br />rearing habitat in this area. <br />For purposes of the Sage Grouse Mitigation Plan, the section of the Yankee <br />Gulch Project pipeline corridor from the pinyon-juniper/sagebrush <br />transition zone on the north end of Barnes Ridge in Section 27, T3S, <br />R96W (approximately MP 19) to the divide area in Section 34, T4S, R96W <br />(approximately MP 2~ is considered to be occupied sage grouse range and <br />will be referred to as the Sage Grouse Treatment Area. 7~e total length of <br />this segment is approximately 8 miles. <br />elan of Devdopmert 18 <br />Yankee Gulch Sodiw~ Ma~mis Project <br />Amnion Soda, LLP. <br />
