In addition, the coal is run-of-mine which dictates a smaller fines <br />component, as the coal has not passed through the screening and crushing <br />process. <br />Another source of fines could be those that remain on the pelt <br />after the coal is transferred to the stacking tube. This potential will <br />be eliminated by flipping the belt before it starts its return to the 5A <br />portal. The belt flip will allow for the top of the belt to remain <br />pointing upward on its return trip. <br />The above two design considerations will result in minimizing the <br />potential for fines to escape from the belt. This system will provide <br />coal fine erosion and allow Empire to minimize disturbance to the <br />surrounding area. <br />The Department of Highways has been contacted to obtain permission <br />to construct the conveyor over Highway 13. At this time it does not <br />appear that any problems will be encountered in obtaining their <br />approval. A copy of the approval letter will be inserted into <br />Appendix IV-16. <br />In view of the fact that small areas will be disturbed, and for a <br />short period of time it is requested that sediment control requirements <br />be waived.
